Our Journey So Far…An Update
Dear Parents,
Greetings from SFS Parents’ Association!!
As you would be aware that it has been more than a year, we all have been fighting hard against the fee hike in school and on other important issues like Computer Fees, Art and raft Charges, Orientation Charges, Monthly fees, Teacher-Student Ratio complemented by experienced teachers, proper play ground , safe filtered drinking water, revision of time table to lower weight of school bags, proper ventilated class rooms, books at discounted rates, no miscellaneous charges etc.
With the support of all you parents, we have been able to get partial success as of now in and outside the court and trying harder to achieve all the success for our own children. Though, the school management is trying every bit with their money power to suppress the issues at all levels, but have been unsuccessful, so far, against the natural & genuine demands raised by we all. What we all parents want is quality education at the right price.
Why do we parents have to shell out extra money in tuitions even after paying hefty fees to school?? The answer is simple- Teacher Student Ratio- which ideally should be 1:25/ 1:30, but is 1:45 in most of the schools. The teacher hardly gets quality time on each student thereby forcing students to join tuitions apart from studying in schools.
With all your support, SFS Parents’ Association has been able to achieve major achievements in and outside courts namely;
• Return of arrear to parents
• Removal of Art and Craft Charges
• Removal of Orientation Charges
• Application of late fee charges at 5 paisa per day basis, vide Hon. Delhi HC Order No. WP(C) 12223/2009 (with support of Ramjas School Parents’ Association)
• Application of Monthly fee, instead of quarterly basis, matter sub-judice before Delhi HC Petition No. WP(C) 1128/2010
• Inclusion of Summer Fields name in CAG findings among 25 schools of Delhi.
Incidentally, you would be amazed to know that initial findings of the CAG have found immense irregularities of funds in the name of education. The findings of CAG have named summer fields as one of the top school of Delhi in embezzlement of funds collected from parents in the name of education. The detailed findings were covered by leading newspaper “Nai Dunia”
The fee hike issue is still being heard in Hon. Delhi High Court and verdict is expected soon. You would be happy to know that CAG would be submitting their final report of findings of financial irregularities in 3 weeks time and justice will prevail.
Dear Parents, we need your continuous and unrelenting support to win against the schools’ arrogant attitude and illegible behavior towards all of us. The school had conducted “bogus” elections in the month of April May without conducting General Body Meeting of the parents, for which, even the Directorate has slammed the school and is in the process of taking action.
Has the present bogus PTA ever come forward to help any parent in any way?? Do you know the names of parent representative in school PTA?? Have they ever opposed the school’s fee hike or raised any issue for the benefit of the parents or students??
Quality Education is our right and we must stand together for our children and challenge the authorities and not let “chalta hai” attitude go against our children. Let us pledge to provide our children with:
Quality Education at right price
Congenial environment for their mental and physical development
Equal opportunity to all children at all levels
Adequate teacher student ratio in class
Bona-fide representation of parents in school PTA
Let’s be together and give our children the right environment and values for which they can stand tomorrow with pride and dignity so that they can also give back to you what you have given them today.

राजधानी के बड़े पब्लिक स्कूल नो प्रॉफिट नो लॉस के धंधे में खूब माहिर हैं। हर साल लाखों की कमाई इसी के सहारे हो रही है। खास बात यह कि इस खेल में दिल्ली सरकार के शिक्षा निदेशालय के सारे दिशा निर्देशों को पलीता लग रहा है। फिर भी अभिभावकों के साथ खुली लूट जारी है। कैलाश कालोनी स्थित समर फील्ड स्कूल में भी इसी तरह की अनियमितताएं पाई गई हैं। स्कूल ने विभिन्न गतिविधियों के नाम पर छात्रों से २००६ से २००९ के बीच १२०० से १४४० रुपए के बीच हर साल वसूली की।
इस अवधि में स्कूल ने इस मद में कुल १२७.०९ लाख रुपए की वसूली की। इसी अवधि में केवल ४७.२९ लाख रुपए खर्च किए गए।
स्कूल ने गलत ढंग से ७९.०८ लाख रुपए की कमाई की। स्कूल इस मामले में गतिविधि के अनुसार खर्चे का विवरण भी उपलब्ध नहीं करा सका।
स्कूल ने इन्हीं वर्षों में विज्ञान फीस के नाम २४० से ३२० रुपए हर छात्र स वसूले। कुल ६.५९ लाख रुपए इस खाते में आए। इस मद में स्कूल द्वारा केवल २.१५ लाख रुपए खर्च किए गए।
स्कूल ने इस गतिविधि के नाम पर ४.४४ लाख रुपए की कमाई की। नो प्रॉफिट नो लॉस के आधार पर की गई यह वसूली यह शिक्षा निदेशालय के आदेशों का खुलेआम उल्लंघन है। यह सनसनीखेज खुलासा नियंत्रक महा लेखापरीक्षक द्वारा कराई गई ऑडिट जांच रिपोर्ट में हुआ है।
स्कूल ने २००६ से २००९ के बीच कम्प्यूटर फीस के नम पर भी ६५.२९ लाख रुपए वसूले। इसी दौरान स्कूल ने केवल १३.७३ लाख रुपए खर्च किए। इससे स्कूल को ५१.५६ लाख रुपए की मोटी कमाई की। मामले में स्कूल द्वारा दी गई सफाई को कैग ने अमान्य करार दिया। ऑडिट इंस्पेक्शन रिपोर्ट में कहा गया है कि समर फील्ड स्कूल के पास पर्याप्त मात्रा में धन था। इसके बावजूद छठे वेतन आयोग की सिफारिशों के मुताबिक कर्मचारियों को बकाए के भुगतान के नाम पर नियमों को ता पर रखकर हर छात्र से ३५०० रपए की वसूली की। स्कूल के खाते में ३.३० करोड़ रुपए मौजूद थे। जबकि केवल १.९६ लाख रुपए का भुगतान किया जाना था। फिर भी ९५ लाख रुपयों की उगाही की गई।
छात्र निधि के नाम पर भी नियमों को ताक पर रखकर छात्रों से मोटी कमाई की। स्कूल ने तीन साल के अंदर १०२.८६ लाख रुपए की उगाही की। स्कूल ने शिक्षा निदेशालय के आदेश को कोर्ट में चुनौती दी है और मामला अदालत में लंबित है। रिपोर्ट के मुताबिक विकास शुलक अगस्त २००८ तक १२०० से १८०० रुपए हर छात्र से लिया जाता था। स्कूल ने १ सितंबर २००८ से बढ़ाकर इसे ३७२० रुपए प्रति छात्र कर दिया। २००६ से २००९ तक विकास शुल्क के नाम पर कुल १४५.१९ लाख रुपए छात्रों से वसूले गए। जबकि इस मद में इन वर्षों में केवल ९.९६ लाख रुपए ही खर्च किए गए। स्कूल ने छात्रों की जमानत राशि को भी वापस नहीं किया। स्कूल के पास २४.५६ लाख रुपए जमानत राशि के रूप में जमा थे। इंस पेशन रिपोर्ट में स्कूल द्वरा दूसरे कई नियमों के उल्लंघन की भी चर्चा की गई है।

दिल्ली सरकार का शिक्षा विभाग बड़े स्कूलों की मनमानी के आगे बेबस है। छठे वेतन आयोग की सिफारिशों को लागू करने के मद्देनजर सभी निजी स्कूलों को शिक्षा निदेशालय ने निर्देश भेजे थे। पिछले साल फरवरी में जारी निर्देशों के अनुसार स्कूल के शिक्षकों और कर्मचारियों को एरियर भुगतान करना आवश्यक नहीं था। साथ ही स्कूलों से रिजर्व और सरप्लस फंडस ही एरियर देने को कहा गया था। स्कूलों ने निदेशालय के आदेशों को ताक पर रखते हुए मोटी कमाई की। इस दौरान निदेशालय के अफसर चुप्पी साधे रहे। राजधानी के बड़े स्कूलों के पिछले तीन साल के खातों की जांच में विद्यार्थियों से जबरन वसूली का खुलासा हुआ है। स्कूलों के रिजर्व फंड और सरप्लस खाते में करोड़ों रुपए जमा होने के बावजूद विद्यार्थियों से मोटी राशि वसूली गई।
शिक्षा निदेशालय ने स्कूलो को दो किश्तों में एरियर लने के निर्देश दिए। स्कूलों ने निर्देशों को दरकिनार करते हुए एक बार में पैसा वसूला। एरियर और बढ़ा हुआ वेतन देने के नाम पर फीस में भारी बढ़ोतरी की गई। इसके लिए स्कूलों ने अभिभावक-शिक्षक संघ की बैठक बुलाना भी जरूरी नहीं समझा।
नईदुनिया को मिले दस्तावेजों के अनुसार डीपीएस आरके पुरम ने २.७८ करोड़, फ्रैंक एंथोनी स्कूल लाजपत नगर ने ७६.३८ लाख, साधु वासवानी इंटरनेशनल स्कूल शांति निकेतन ने ४ लाख, सरदार पटेल लोदी रोड ने १.१६ करोड़, सचदेवा पब्लिक स्कूल पीतमपुरा ने ७५.३० लाख,
समरफील्ड कैलाश कालोनी ने ९६ लाख,
एयरफोर्स बालभारती ने ७५.३० लाख, महाराजा अग्रसेन मॉडल स्कूल पीतमपुरा ने १.०७ करोड़, एमिटी इंटरनेशनल स्कूल साकेत ने ७३ लाख, प्रेजन्टेशन कांवेंट स्कूल श्यामा प्रसाद मुखर्जी मार्ग ने ६४ लाख, जीडी गोयनका ने ९६ लाख, माउंट कारमेल आनंद निकेतन ने ७१.४३ लाख, बिरला विद्या ने १.८० करोड़, जीजस एंड मैी ने ७८.४४ लाख, सेंट जेवियर ने ९० लाख, सेंट मैरी स्कूल मयूर विहार ने ६१ लाख और माडर्न स्कूल ने ८.३१ लाख रुपए एरियर देने के बहाने वसूले।

Private school fee's fixed by TN Government
CHENNAI: The State government has fixed fees for 10,934 private self-financing schools across Tamil Nadu.
The Private Schools Fee Determination Committee, a statutory panel appointed by the Government, finalised the fee structure after conducting a detailed study of the various issues.
The committee took into consideration the average fees collected from each student, the total number of students and the expenditure incurred by the school, including the salaries of teaching and non-teaching staff and other expenses, such as electricity and telephone charges.
The fees fixed for each individual school will be intimated through the concerned Chief Educational Officer. Details of the fee structure will be posted on the website (www.pallikalvi.in) of the Education Department for the benefit of parents and schools.
K.Govindarajan, Committee Chairperson, addressing newspersons here on Friday, said a format was designed with regard to the fixation of fees and it was forwarded to all the 10,934 schools, of which 10,233 responded.
The fee structure for 10,233 schools was fixed on the basis of income and expenditure of the schools. If the income, collected as fees from students, were more than the expenditure, the schools were asked to reduce them. In schools where the income was less than the expenditure, they were allowed to collect the existing fees. Schools that were not collecting any fees would not be allowed to collect fees. For the 701 schools which had not responded to the format, the committee has fixed fees similar to that of schools in the adjoining areas.
The committee on an average fixed Rs. 11,000 for higher secondary schools, Rs. 9,000 for high schools, Rs. 8,000 for middle schools and Rs. 5,000 for elementary schools in the city. There were higher secondary schools in the city which were collecting around Rs. 35,000 per student. However, in the case of elementary schools in the city, a majority of them were collecting around Rs. 2,000 per student. Shockingly, a residential school in Kadayanallur in Tirunelveli district was collecting Rs. 1.25 lakh per student for elementary classes. As the school showed an expense of Rs. 3,000 per student, the committee fixed the same as the fees. The committee allowed the existing fee structure for schools that were collecting reasonable fees.
Mr.Govindarajan said fees in schools in urban areas were less compared to those in semi-urban areas. Perhaps this might be due to lesser number of students in the latter. The chairperson said the fees fixed by the committee would be in force for three years and no school would be allowed to enhance or revise the fees for the next three years without prior permission of the committee. For the development of schools a 10 per cent increase in expenses would be allowed.

The Private Schools Fee Determination Committee, a statutory panel appointed by the Government, finalised the fee structure after conducting a detailed study of the various issues.
The committee took into consideration the average fees collected from each student, the total number of students and the expenditure incurred by the school, including the salaries of teaching and non-teaching staff and other expenses, such as electricity and telephone charges.
The fees fixed for each individual school will be intimated through the concerned Chief Educational Officer. Details of the fee structure will be posted on the website (www.pallikalvi.in) of the Education Department for the benefit of parents and schools.
K.Govindarajan, Committee Chairperson, addressing newspersons here on Friday, said a format was designed with regard to the fixation of fees and it was forwarded to all the 10,934 schools, of which 10,233 responded.
The fee structure for 10,233 schools was fixed on the basis of income and expenditure of the schools. If the income, collected as fees from students, were more than the expenditure, the schools were asked to reduce them. In schools where the income was less than the expenditure, they were allowed to collect the existing fees. Schools that were not collecting any fees would not be allowed to collect fees. For the 701 schools which had not responded to the format, the committee has fixed fees similar to that of schools in the adjoining areas.
The committee on an average fixed Rs. 11,000 for higher secondary schools, Rs. 9,000 for high schools, Rs. 8,000 for middle schools and Rs. 5,000 for elementary schools in the city. There were higher secondary schools in the city which were collecting around Rs. 35,000 per student. However, in the case of elementary schools in the city, a majority of them were collecting around Rs. 2,000 per student. Shockingly, a residential school in Kadayanallur in Tirunelveli district was collecting Rs. 1.25 lakh per student for elementary classes. As the school showed an expense of Rs. 3,000 per student, the committee fixed the same as the fees. The committee allowed the existing fee structure for schools that were collecting reasonable fees.
Mr.Govindarajan said fees in schools in urban areas were less compared to those in semi-urban areas. Perhaps this might be due to lesser number of students in the latter. The chairperson said the fees fixed by the committee would be in force for three years and no school would be allowed to enhance or revise the fees for the next three years without prior permission of the committee. For the development of schools a 10 per cent increase in expenses would be allowed.

Elections conducted by School is nullified and cancelled by D.O.E
The schools' effort to conduct elections through foul means is overshadowed by the excellent work done by our Parents' today, when they complained the wrong doing of school to Dir. of Education and they issued notice to school not to conduct elections as they were unfair and not according to the norms.
This shows that if we parents remain united, we can WIN any fight and force the right things in our favor....

स्कूल में मासिक फीस ही जमा कराएं अभिभावक

दिल्ली में एक पब्लिक स्कूल प्रबंधन के अड़ियल रवैये से तंग अभिभावकों को हाईकोर्ट ने खासी राहत बख्श दी है। जस्टिस वीना बीरबल ने बुधवार को अभिभावकों के एक समूह की याचिका पर सुनवाई के बाद ये आदेश दिया है कि अभिभावक अपने बच्चों की मात्र मासिक फीस जमा कराएं। पूर्व में हाईकोर्ट की एक अन्य बेंच ने फैसला सुनाया था कि स्कूल प्रबंधन तिमाही फीस जमा न कराने वाले अभिभावकों के बच्चों का स्कूल से नाम नहीं काटेगा। सुनवाई की अगली तारीख 29 जुलाई तय की गई है।
स्कूल की 10वीं व 12वीं समेत विभिन्न कक्षाओं में पढ़ने वाले बच्चों के 10 अभिभावकों के समूह की ओर से याचिका पेश करते हुए अधिवक्ता अशोक अग्रवाल और कुसुम शर्मा ने कहा कि कैलाश कालोनी स्थित समर फील्ड स्कूल प्रबंधन मनमानी पर उतारू है। स्कूल में चेक या कैश के रूप में तिमाही फीस देने का फरमान है। करीब डेढ़ दर्जन बच्चों के अभिभावकों ने जब तिमाही फीस जमा करने से इंकार किया तो स्कूल प्रबंधन ने बच्चों का नाम काट देने और रिपोर्ट कार्ड न देने की धमकी दे डाली। इसके बाद अभिभावकों ने अदालत का रुख किया। उन्होंने कहा कि ऐसा करना दिल्ली स्कूल एजूकेशन एक्ट का उल्लंघन है, क्योंकि एक्ट के प्रावधान के मुताबिक मासिक फीस लेने की ही व्यवस्था न्याय संगत बताई गई है। हालांकि राजधानी के सैकड़ों अन्य स्कूलों में भी मासिक की बजाए तिमाही फीस वसूली जाती है। अधिवक्ता अग्रवाल ने कहा कि राजधानी में करीब 1700 अन एडेड स्कूल हैं और सभी में तिमाही फीस ली जाती है। जबकि किसी भी बच्चे के अभिभावक मासिक से ज्यादा फीस जमा कराने के हक में नहीं रहते।

A Bold Move !!
Directorate Education has issued Guidelines on 12th April 2010 to Private Un-aided Schools of Delhi to conduct elections in School and constitute Parent Teacher Association. It is a bold move by the directorate, though coming late, but well appreciated.
It is the right time for the parents to demand fair and impartial elections in school and involve themselves for the welfare of the students at large.

HC Interim Order on Monthly Fee Deposit

The petitioners are parents of children studying in respondent No. 1 school in various classes. They have filed this writ petition for directions to the respondent No. 1 school to charge Tuition Fee on monthly basis instead of quarterly basis in view of provisions contained in Rules 164-167 of the Delhi School Education Rules, 1973. The petitioners have also prayed for interim directions against respondent No.1 school that they should be restrained from striking off the names of their wards from the rolls for non-payment of quarterly fee for the quarter from January to March 2010 as according to them, they have offered monthly fee for the month of January as well as February 2010, which was not accepted by the school. The petitioners have further prayed for interim directions against respondent No. 1 school to issue Admit Cards for CBSE examinations of Class X & XII to all the students and should not withheld the same on the ground of non-payment of quarterly Tutiion Fee.
Issue notice to the respondents.
Mr. Shoaib Haider, appearing for Mr. N. Waziri, accepts notice on behalf of respondent No. 3.
Notice be sent to respondents No. 1 & 2 on filing of process fee and registered A.D. covers for next date. The respondent No. 1 school, in the meanwhile, is restrained from striking off the names of the wards of the petitioners from the rolls and is further directed to issue Admit Cards to all Class X & XII students for CBSE examinations.
Order be served dasti on respondent No.1 school.

in Court a communication dated 16.10.2009 addressed by the Education Officer,
Zone 16, to the Manager, Ramjas School (respondent no.1) wherein the school has
been informed that as per Rule 166 only 5 paisa, per day, can be charged as late
fee.
Counsel for respondent no.3 further submits that the writ petition will be
treated as a representation and necessary orders will be passed after giving due
opportunity of hearing to the petitioner as well as respondents no.1 and 2
expeditiously.
Respondent no.3 shall be bound by the statement made by their
counsel in Court today.
3. Learned counsel for respondents no.1 and 2 Ramjas School submits that till
the representation of the petitioner is decided Delhi School Education Act and
Rules shall be followed with regard to charge of late fee.
4. In view of the stand taken by learned counsel for the parties, nothing
further survives in the present writ petition, the same is accordingly disposed
of in above terms.

Late Fee Not More Than 5 Paisa Per Day !!
